UK Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a new study of municipal councils, English councils are preparing to sell community centers, sports centres, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils representing major urban areas in England stated that six out of ten of local authorities are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for selling public land and open spaces to support their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a significant number of authorities seeking to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the majority (60%) of local leaders said they would prioritise service redesigns and utilising financial reserves to manage growing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in Kent said its asset disposal plan featured the sale of a retail complex in a local town and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks held in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Council Tax Increases and Broader Fiscal Pressures

This research of councils in the key cities group, which covers several urban centers, also found that over seven in ten of authorities will have to raise council taxes next April to cover the rising cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He added: “We face demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently also found council budgets being stretched by the increasing figures of children and older individuals requiring Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those changes was recently delayed.

Disadvantage and Funding Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, many key cities members were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” said the report.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures highlights the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and demand,” stated Michael Mordey.

“Without this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the survey found.
